Is Your ISP Giving You the Speed You Pay For?

How to properly test your plan against its advertised speed, what "up to" actually means in a contract, and how to build a case before contacting your ISP.

You're paying for a specific plan, but the number on your bill and the number your devices actually experience can be genuinely different things, sometimes for legitimate technical reasons, sometimes not. Before assuming the worst or accepting a slow connection as normal, it's worth testing properly and knowing what you're actually entitled to.

What "Up To" Actually Means

Most residential plans are advertised as "up to" a certain speed, for example "up to 500 Mbps." That phrasing is a legal maximum under ideal conditions, not a guarantee of what you'll get at every moment. It generally accounts for real, expected variability: shared local infrastructure, distance from equipment, and normal network overhead. It is not, however, a license to consistently deliver a fraction of the advertised number as routine practice, there's a meaningful difference between occasional dips and a connection that never comes close to its plan.

How to Test Properly Before You Conclude Anything

A single test at a bad moment isn't evidence of anything. To build a fair picture:

There's no single official threshold that applies everywhere, plans and local regulations vary, but as a practical rule: consistently landing more than 20-25% below your plan's advertised number, across multiple tests, on wired Ethernet, at different times of day, is generally a legitimate pattern worth raising with your ISP rather than normal variability. A single evening dip to 80% of your plan during peak local congestion is a very different situation from averaging half your plan's speed every day for a week.

Bandwidth Isn't the Whole Story

A connection can hit its advertised Mbps and still feel bad in practice if ping, jitter, or bufferbloat are poor. Your ISP is contractually on the hook for the bandwidth number on your plan, latency and jitter aren't usually part of that number, but they're just as real a part of "is this connection actually good," especially for calls and gaming. Building a Case Before You Contact Your ISP

Vague complaints get vague responses. Specific, repeated evidence gets taken seriously. Before you call:

  • Have several dated, timestamped test results on hand, ideally wired, from different times of day.
  • Note your plan's advertised speed alongside each result for direct comparison.
